Venezuela es el único país donde hacer algo loable y filantrópico por
la fauna y flora es humanamente imposible, pues los entes
gubernamentales se dedican a obstaculizar a todos aquellos que de
alguna manera desinteresada y con sus propios esfuerzos, solo por
mencionar este hecho reciente la cual presencie y que afecta
directamente a una especie en vía de extinción y que estaba en franca
recuperación y bien cuidado en un reservorio de protección animal.
Pero lo mas impresionante es como estos servidores públicos que se
supone están al servicio de la defensa de la fauna y flora hacen
alarde de sus conocimientos gubernamentales y en la practica son otra
cosa ¿acaso desconocimiento de causa? ¿o por contrario abuso de poder?
Ello es indignante y lastimoso por cuanto existen venezolanos y
extranjeros residenciados en el país con ganas de ayudar y trabajar
por el bien de esos animales que abusivamente son tomados por mentes
depredadoras para sus interéses decorativos o sencillamente para su
comercio ilícito y luego son soltados a la buena de dios indefensos
prestos a morir en la calle. ¿Por que no vigilan a quienes venden
abusivamente todo tipo de fauna en plenas carreteras del país y en
especial en los llanos venezolanos? ¿Por que no utilizan estas
instituciones que por cierto son financiadas con nuestros impuestos
para hacer una constante campaña de concientizacion? ¿Que intereses
políticos y oscuros hay tras todo esto? ¿Acaso esa publicidad en
pagina web donde explican lo que son lo estan cumpliendo a cabalidad?
¿Acaso Uds. vigilian a sus funcionarios en los procedimientos para el
manejo de fauna?
De manera tal es necesario crear conciencia y presionar para que la
ciudadanía participe y ayude a diezmar este cáncer que es el abuso de
poder y la ventas ilícitas de animales por todo el país. Es cierto que
en San Carlos existe un centro de rehabilitación sin fines de lucro y
netamente manejado por personas profesionales y capacitadas y lo mas
importante con ganas de darles amor y cuidado a todas las especies
maltratadas y abandonadas por el hombre común en las calles de las
ciudades y pueblos en general, he presenciado solo como observador
como este grupo de personas filantrópicas se dedican con amor a cuidar
a distintos tipos de aves, morrocoyes, perros y monos que otrora
estaban en manos de familias o sencillamente rescatados de las manos
inecruspolosas de vendedores de oficio que como ejemplo matan a las
madres monas para arracancarles a sus bebes y luego venderlos al mejor
postor. ¿Acaso no es eso un crimen que debe estar vigilado por los
entes gubernamentales como Dirección General Sectorial de Fauna?
Otra cosa que no deja de sorprender es que para habilitar una
institución sin fines de lucro dedicada al cuido de estos animalitos
halla que esperar años por permisologias burocráticas, que halla que
enviar y reenviar una y otra vez por que la respuesta del ente
gubernamental es sencillamente "Esta extrapapelada su tramitación"
"Vuelva mañana" y así pasan años y nada que dan los permisos
reglamentarios para una causa noble. ¿Acaso no eso dudoso? Por tal
razón apoyo a este grupo de jóvenes mujeres y hombres que luchan
contra la burocracia, tecnocracia y desidia de estas instituciones
manejadas políticamente por el "quitate tu que vengo yo".... Por
tal razón apoyo para que le den LA APROBACION Y PERMISOLOGIA
CORRESPONDIENTE, para que funcionen como CENTRO DE REHABILITACIÓN,
que por demás es el único en su naturaleza en Venezuela. Firma:

THE PECULIAR STORY OF A WOOLLY MONKEY !
In the last years in Venezuela, the illegal trade of wildlife has
produced a new kind of social waste. Animals that have been
extirpated from their natural habitat and that after satisfying
someoneís caprice, donít have an official place to return when they
are no longer wanted. Monkeys turned into lap dogs, parrots
turned into chickens, and land turtles with amorphous shells and
motive problems. Since a few years ago, here, in Cojedes, we
began receiving poor creatures that in some cases represented
this type of specimens. Here we offer conditions that resemble
their natural needs, thus initiating them in their rehabilitation
process. With time our facilities have improved thanks to the
support of institutions and other private donations. Since 1999 we
registered our NGO as ASOCIACI"N DE RESCATE DE
FAUNA (ARFA), as a non profit independent organization.
ARFA DEVELOPS SEVERAL EDUCATIONAL PROGRAMS FOR
THE LOCAL COMMUNITY, REHABILITATES MANY
SPECIMENS, HOLDS SEVERAL FREE OF CHARGE
NEUTERING AND VACCINATION CAMPAIGNS FOR DOMESTIC
ANIMALS AND PARTICIPATES IN SEVERAL NATIONAL AND
INTERNATIONAL WILDLIFE REHABILITATION CONGRESSES
AND COURSES PUBLISHING RELATED PAPERS.
In 1998, the center received a female Wooly Monkey (Lagothrix
lagothricha lagothricha). It presented the amputation of two fingers,
an acute state of malnutrition and complete lack of hair due to
physical abuse with chemical elements. Fortunately she
recuperated satisfactorily. But because this species is not
geographically localized in Venezuela, it was not possible to
release her in this country. So the PRIMATES SIGLO 21, a
sanctuary in Chile specialized in Wooly Monkeys, was contacted
and they accepted the monkey in question.
In 1999, the monkey¥s permission to move to Chile was requested
to the Wildlife Department of the Ministry of the Environment,
Direccion General de Fauna (DGF). It was not until September
2000 that a denial was received, arguing that the monkey had not
an official origin so it belongs to DGF. They also pointed that this
species was located in Venezuela relying on Linares, Omar
(MamÌferos de Venezuela; Sociedad Conservacionista Audubon
de Venezuela; Caracas; 1998; p. 134f) and it should serve
reproduction purposes in the Bararida Zoological Park,
Barquisimeto. In reality this author only says that the few Wooly
Monkeys seen on Venezuelan territory probably came from
Colombia and were being traded in the black market. Linares also
mentions two Woolly Monkeys in the National Museum (MHNLS)
that donít have confirmed data to prove their origins. Other authors
confirm this information stating that this species is non existent in
Venezuela (RodrÌguez, Jon Paul & Rojas-Su·rez, Franklin; Libro
Rojo de la Fauna Venezolana; Provita; Caracas; 1995; p. 383).
Rowe, affirms that Lagothrix lagothricha is found only in Per™,
Colombia, Brazil, Ecuador and rarely in Argentina (Rowe, Noel;
The Pictorial Guide to the living Primates; New York; 1996; p.
116).
ON JANUARY 31, 2001, DGF REPRESENTATIVES ABRUPTLY
VISITED THE CENTER AND TOOK THE MONKEY. AT THIS
TIME ALL THE REHABILITATION PROCESS WAS
INTERRUPTED. THE PROCEDURES USED FOR ENCAGING
THE ANIMAL IN A MUCH TOO SMALL KENNEL AND SMOKING
CLOSE TO THE MONKEY DURING THE WHOLE PROCESS
WERE PROPER OF NON QUALIFIED PERSONNEL. THE
SPECIMEN WAS TRANSPORTED TO THE BARARIDA
ZOOLOGICAL PARK IN BARQUISIMETO, WHERE SHE IS NOW
UNDERGOING A QUARANTINE PERIOD. FURTHER FOLLOW
UP OF THIS CASE INDICATED THAT ONE OF THE MALES
LAGOTHRIX FOUND IN THE ZOO IS ANOTHER SUBSPECIES
(LAGOTHRIX LAGOTRICHA CANA, ACCORDING TO ROWE
MENTIONED ABOVE) AND THE OTHER IS STERILIZED, WHICH
CONFIRMS THAT REPRODUCTION GOALS CANíT BE
ACHIEVED. CURIOUSLY, THE TRANSPORTATION PERMIT
EMITTED BY DGF, THAT ACCOMPANIED THIS RELOCATION,
ONLY GRANTS ìTEMPORARY CUSTODYî OF THIS ANIMAL
TO THE ZOO. THE DEVELOPMENT OF ALL THIS FACTS
REVEALS THAT THE FUTURE DESTINY OF THIS MONKEY IS
NOW UNCLEAR!
THIS WOOLLY MONKEY WAS UNDERGOING A CONTROLLED
REHABILITATION PROCESS WITH A CLEAR PLACE OF
DESTINY. WHY SHOULD IT BE INTERRUPTED ARBITRARILY
MAKING USE OF POWER TO MINIMIZE THE CITIZENS
INITIATIVE AND PARTICIPATION?
WHY CAN¥T A WILDLIFE REHABILITATION
CENTER IN VENEZUELA OPERATE OFFICIALLY?
Since August 1998, the importance of the center in the region had
grown. So it became clear that ARFA needed to be legalized by
DGF. At this time, all the legal requisites were sent and no answer
was received, so on October 2000 they were reintroduced. The
answer has not been received yet. Actually the problem relays in
the fact that the Venezuelan environmental law, contrary to many
other countries, does not contemplate the figure of a Wildlife
Rehabilitation Center and thats why ARFA is still not ìofficiallyî
operating, and this brings up a series of related problems. As long
as ARFA doesn¥t have an official status, the animals going
through the rehabilitation process, don¥t have an official status
either. Not having a permission to operate ìofficiallyî we can not
ìofficiallyî transport, care and relocate the specimens. The
rehabilitation process of any animal can be interrupted arbitrarily
by DGF, thus eliminating their chance to live a proper life.
Adversely to the NATIONAL Ministry of Environment, cooperation
between the REGIONAL Ministry of the Environment (M.A.R.N.
RegiÛn Cojedes) and ARFA has been reinforced. Confiscation of
illegally sold animals in the regional black market has increased
because Cojedes now counts with a rehabilitation center. ARFA
has received an official recognition for our work stating that ®it is
a
Member of the Voluntary Guards of the Environmet (VIVA),
registered in the M.A.R.N. RegiÛn Cojedes. In this sense, all
Military and Civil authorities are expected to give support and
collaboration to the President of ARFA, Lucy AliÛî. Official
recognition of the National Military Environmental Police (Guardia
Nacional) was awarded for our work.
INSTITUTIONS LIKE ASOCIACI"N DE RESCATE DE
FAUNA (ARFA), ARE OF GREAT NEED IN ALL THE
COUNTRIES, AND VENEZUELA DOES NOT COUNT WITH ANY
SIMILAR ORGANIZATION. PERMISSION TO OPERATE MUST
BE TRANSACTED PROMPTLY. WE NEED TO BUILD A
SOCIETY WHERE CITIZENS PARTICIPATION IN BEHALF OF

LA PECULIAR HISTORIA DE UN MONO LANUDO!
En los ™ltimos aÒos el tr·fico ilegal de animales en Venezuela, ha
generado un nuevo tipo de desperdicio social. Animales que han
sido extirpados de sus h·bitats naturales y que luego de
satisfacer el capricho de alguna persona, no tienen un lugar oficial
donde retornar cuando ya no los quieran. Monos convertidos en
perros falderos, loros convertidos en pollos, morrocoyes con
conchas amorfas y problemas motrices. Hace ya varios aÒos,
aquÌ en Cojedes, comenzamos a recibir unas pobres criaturas que
en algunos casos representaban este tipo de ejemplares. AquÌ se
les ofrece condiciones que se asemejan a sus necesidades
naturales, inici·ndolos asÌ en su proceso de rehabilitaciÛn. Con el
tiempo nuestras instalaciones han mejorado gracias al apoyo de
algunas instituciones y otros donativos privados. En 1999
registramos nuestra ONG, AsociaciÛn de Rescate de Fauna
(ARFA), como una organizaciÛn independiente sin fines de lucro.

En 1998, el centro recibiÛ un Mono Lanudo hembra (Lagothrix
lagothricha lagothricha). Esta presentaba amputaciÛn de dos
dedos, un cuadro agudo de desnutriciÛn y carencia total de pelaje
como consecuencia de maltrato fÌsico con elementos quÌmicos.
Afortunadamente se recuperÛ satisfactoriamente. Sin embargo,
debido a que esta especie no est· geogr·ficamente ubicada en
Venezuela, no serÌa posible liberarla en este paÌs. A raÌz de esto,
se contactÛ al Santuario PRIMATES SIGLO 21, ubicado en Chile,
especializado en Monos Lanudos, quienes aceptaron la mona en
cuestiÛn.
En 1999, se solicitÛ al DirecciÛn General de Fauna del Ministerio
del Ambiente, el permiso para trasladar la mona a Chile. No fue
hasta Septiembre del 2000 que se recibiÛ la negaciÛn de esta
peticiÛn, argumentando que el ejemplar no tiene un origen oficial
asÌ que pertenece a la DirecciÛn General de Fauna. Adem·s,
basados en Linares, Omar (MamÌferos de Venezuela; Sociedad
Conservacionista Audubon de Venezuela; Caracas; 1998; p. 134f)
seÒalaron que esta especie est· localizada en Venezuela, y que
la mona en cuestiÛn, debe servir funciones reproductivas en el
Parque ZoolÛgico de Bararida en Barquisimeto. En la realidad,
este autor solo dice que los pocos Monos Lanudos que han sido
observados en territorio venezolano, probablemente vinieron de
Colombia para ser vendidos ilegalmente. Linares tambiÈn
menciona que los dos Monos Lanudos que se encuentran en el
Museo Nacional (MHNLS) no disponen de registros confiables que
confirmen su origen. Otros autores como (RodrÌguez, Jon Paul &
Rojas-Su·rez, Franklin; Libro Rojo de la Fauna Venezolana;
Provita; Caracas; 1995; p. 383) han confirmado que esta especie
no existe en Venezuela. Rowe, afirma que los Lagothrix
lagothricha solo se encuentran en Per™, Colombia, Brazil,
Ecuador y raramente en Argentina (Rowe, Noel; The Pictorial
Guide to the living Primates; New York; 1996; p. 116).
EL 31 DE ENERO DEL 2001, REPRESENTANTES DE LA
DIRECCI"N GENERAL DE FAUNA, VISITARON
INTEMPESTIVAMENTE EL CENTRO Y SE LLEVARON LA
MONA. EN ESTE MOMENTO TODO EL PROCESO DE
REHABILITACI"N FUE INTERRUMPIDO. LOS
PROCEDIMIENTOS UTILIZADOS PARA ENJAULAR EL ANIMAL
EN UN KENNEL DEMASIADO PEQUE-O MIENTRAS FUMABAN
CERCA DEL EJEMPLAR, SON PROPIOS DE PERSONAL NO
CALIFICADO. EL ESPŠCIMEN FUE TRANSPORTADO HASTA
EL ZOOL"GICO DE BARARIDA, DONDE EST¡ CUMPLIENDO
CON SU PERÕODO DE CUARENTENA. EL SEGUIMIENTO
POSTERIOR DE ESTE CASO REVEL" QUE UNO DE LOS DOS
MACHOS LAGOTHRIX QUE SE ENCUENTRA EN EL
ZOOL"GICO PERTENECE A OTRA SUBESPECIE (LAGOTHRIX
LAGOTRICHA CANA , DE ACUERDO A ROWE, MENCIONADO
ANTERIORMENTE,) Y EL OTRO FUE ESTERILIZADO, LO QUE
CONFIRMA QUE LOS FINES REPRODUCTIVOS NO PODR¡N
SER ALCANZADOS. CURIOSAMENTE, EL PERMISO DE
TRASLADO EMITIDO POR LA DIRECCI"N GENERAL DE
FAUNA, QUE ACOMPA-" ESTA REUBICACI"N SOLO
OTORGA AL ZOOL"GICO LA ìCUSTODIA TEMPORALî DE
ESTE EJEMPLAR. EL DESARROLLO DE TODOS ESTOS
HECHOS INDICA QUE EL FUTURO DE ESTA MONA, ES
AHORA INCIERTO!
ESTA MONA LANUDA ESTABA LLEVANDO A CABO UN
PROCESO CONTROLADO DE REHABILITACI"N Y TENÕA UN
LUGAR DE DESTINO CLARO. PORQUŠ ESTE DEBE SER
INTERRUMPIDO ARBITRARIAMENTE HACIENDO USO DEL
PODER PARA REDUCIR LA INICIATIVA Y LA PARTICIPACI"N
CIUDADANA?.
POR QUŠ NO PUEDE FUNCIONAR OFICIALMENTE UN CENTRO DE REHABILITACI"N DE
FAUNA
SILVESTRE EN
VENEZUELA?
Para Agosto de 1998, la importancia del centro de rehabilitaciÛn
en la regiÛn habÌa aumentado y se hacÌa evidente que ARFA
debÌa ser legalizada por la DirecciÛn General de Fauna. En este
momento todos los requisitos legales fueron enviados y dado que
no se obtuvo respuesta, en Octubre del 2000 fueron
reintroducidos. A™n no se ha recibido respuesta. En realidad el
problema recae en el hecho de que las leyes ambientales de
Venezuela, a diferencia de otros paÌses, no contemplan la figura
de un Centro de RehabilitaciÛn de Fauna Silvestre, por lo que
ARFA todavÌa no est· operando ìoficialmenteî, y esto acarrea una
serie de problemas relacionados. Mientras ARFA no tenga un
estatus oficial, los animales que est·n siendo rehabilitados en
nuestras instalaciones, tampoco lo tendr·n. Al no tener un
permiso para operar ìoficialmenteî, no podemos transportar, cuidar
o reubicar los especimenes ìoficialmenteî. El proceso de
rehabilitaciÛn de cualquier animal puede ser interrumpido por la
DirecciÛn General de Fauna, eliminando asÌ su chance de llevar
una vida apropiada.
Al contrario de la situaciÛn existente a nivel nacional con la
DirecciÛn General de Fauna, la cooperaciÛn entre el Ministerio del
Ambiente a nivel regional (M.A.R.N. RegiÛn Cojedes) y ARFA se
ha venido fortaleciendo. Los decomisos de animales vendidos
ilegalmente en la regiÛn han aumentado gracias a que ahora
Cojedes cuenta con un centro de RehabilitaciÛn. ARFA ha
recibido reconocimiento oficial por nuestro trabajo, manifestando
que ®somos miembros de los Vigilantes Voluntarios del Ambiente
(V.I.V.A.), adscrita al M.A.R.N. RegiÛn Cojedes. En tal sentido,
se le agradece a las autoridades Militares y Civiles prestar el
apoyo y colaboraciÛn a la Ciudadana Lucy AliÛ, Presidenta de
ARFAî. La Guardia Nacional tambiÈn ha otorgado reconocimiento
oficial a nuestra labor.
INSTITUCIONES COMO LA ASOCIACI"N DE RESCATE
DE FAUNA (ARFA), CUBREN UNA GRAN NECESIDAD EN
TODOS LOS PAÕSES Y VENEZUELA NO CUENTA CON
