Estimados
amigos de las organizaciones de derechos humanos y ambientalistas:
Quiero
su llamar atención en este momento para señalar los peligros que
corre la
educadora, dirigente vecinal y ambientalista venezolana Yuleida
Huerta
Presidenta del Bloque Vecinal de la Costa Norte del Lago de Maracaibo
quien
llegó ayer a Valencia, España, tras una terrible experiencia personal
de
acoso, vejaciones morales y afrenta física, cuando la autoridades
italianas a
su llegada al Aeropuerto de Milán la sometieron a
interrogatorios, durante
mas dos horas, a la vez que era conducida una y
otra vez a caminar entre
diferentes oficinas donde grupos policiales la
interrogaban, le hacian
señalamientos de "ser la persona que buscaban" y le
comentaban su destino
incierto con rudeza. Esta situación de Yuleida Huerta
tiene especiales
caracteristicas por sus visibles condiciones físicas que
exigen obviamente
evitarle a esta dama los esfuerzos físicos a que fue
sometida, como fue
la aplicación de "pasearla" rudamente por mas de dos
horas en diversas
instalaciones solitarias del aeropuerto, obviamente para
causarle sufrimiento
y miedo. Por último, en reiteradas oportunidades los
funcionarios (todos del
sexo masculino) le ordenaron desnudarse y someterse
a una requisa física
íntima, a lo que Yuleida Huerta se negó reiterada y
rotundamente y mantuvo
una posición de valentía y dignidad.
A la vez, quiero resaltar el hecho
de que, coincidentemente, el equipaje de
Yuleida Huerta desapareció y no pudo
ser retirado por ella en el mismo
Aeropuerto de Milán, donde iba de tránsito
hacia Madrid. En este sentido,
nos preocupa que, habiendose evidenciado
un injusto, rudo y agresivo trato
contra Yuleida Huerta por parte de
las autoridades italianas, la pérdida de
su equipaje pueda ser la oportunidad
para practicar el manoseado y vil
artificio de ocultar objetos o sustancias
entre sus pertenencias con la
intención de hacerla aparecer involucrada en
supuestos hechos ilegales,
sucia práctica que ha sido usual y reiterada por
diversas policias al
tratarse de reprimir a lideres sociales o comunitarios
que se enfrentan a
poderosos intereses transnacionales y a intereses
políticos gubernamentales
que suelen valorar muy poco los derechos humanos de
las personas y
organizaciones de los ciudadanos, como lo evidencian los
maltratos de las
autoridades policiales italianas en este mismo
caso.

ROGAMOS a las organizaciones AMBIENTALISTAS y de DERECHOS HUMANOS
enviar
correspondencia a las representaciones diplomáticas de Italia,
España y/o
Venezuela en sus respectivos países o donde juzguen
apropiado y útil
RECLAMANDO POR EL MALTRATO CONFERIDO (segun el caso) Y/O
SOLICITANDO
PROTECCIÓN A LOS DERECHOS HUMANOS DE LA EDUCADORA Y DIRIGENTE
COMUNITARIA
AMBIENTALISTA VENEZOLANA SRA.YULEIDA HUERTA quien asiste a la
Conferencia
Mundial de ONGs y Comunidades locales sobre Humedales en Valencia
(España)
los dias 15 y 16 de noviembre, organizada por la organización
Ecologistas en
Acción, y a la (la Octava Conferencia de las Partes
Contratantes del
Convenio Ramsar (COP8) que tendrá lugar en la misma ciudad
del 18 al 26 de
noviembre.Huerta viaja por invitación de Theo Oberhuber
Coordinador de
Organización de Ecologistas en Acción y gastos pagados por
esta organización
y el patrocinio de la Fundación Biodiversidad de Ministerio
del Medio
Ambiente de España.
Sospechamos que este hecho contra los
derechos humanos de la dirigente
vecinal y ambientalista venezolana está
ligado a las denuncias que ella ha
realizado públicamente sobre los
atropellos a las personas que los
funcionarios de la Empresa Produsal,
propiedad de Cargill Inc y Pequiven
S.A. han cometido contra los pescadores
que luchan en defensa de la Ciénaga
de Los Olivitos para evitar los efectos
dañinos del desarrollo industrial
salinero a cargo de Produsal C.A. Nos
parece que, con este intento de
amedrentamiento se busca evitar que Yuleida
Huerta presente sus denuncias
ante las
conferencia mundiales que se realizan en la ciudad de Valencia,
a las que
asiste durante el mes en curso.

Dear friends
of the Human Rights and environmentalist NGOs:
I request your attention
to point the dangers out that a Venezuelan teacher
and environmentalist
leader Ms.Yuleida Huerta (Chairwoman of Communities
Bloc of Lake
Maracaibo's North Coast) who arrived yesterday to Valencia,
Spain, after an
awful harassment, moral vexation and physical insult, when
the Italian
authorities subjected to her to interrogations during two hours;
at the same
time she was conducted again and again to walk to different
offices where
police groups interrogated her, while the policemen pointed at
her and said:
this is the person we are searching for", making comments with
coarseness,
such as "She doesn't know what waits for her".
This situation has special
caracteristics by her visible physical handicap
that requires Ms. Yuleida
Huerta avoid strong physical efforts, as those to
what, in fact, she
was subjected. Nevertheless, she was forced to walk
during two hours along
many solitary places of the airport, obviously to
cause her suffering and
fear. Many times these officials (all of them male
sex) commanded to take her
clothes off in order to explore in her innermost
parts, to what Ms Huerta
refused firmly this offensive command and kept a
upright attitude.
I
wish to highlight that, at the same time, Yuleida Huerta's
luggage
disappeared. Ms Huerta could not get her luggage back in the Airport
of
Milan, where was in transit to Madrid, Spain.
In this sense, it is
worrying that, having shown an unfair, coarse and
aggressive treatment
against Yuleida Huerta from Italian authorities, the
loss of her luggage can
be the opportunity to practice the well-worn and
vile deception of hiding
objects or substances among her belongings with the
intention of making her
to appear involved in supposed dirty or illegal
facts, which is a tactic that
has been a common and frecuent way by which
some police forces try
to
repress social leaders that face powerful multinational companies
and
governments. It is very known that many times governments or other
uses to
despise human rights and civil rights, as was shown with the
mistreatment
caused by Italian police authorities to Yuleida Huerta in this
case.
Ms Huerta traveled to attend an invitation of Ecologistas en
Acción de
España to the World Conference of NGOs and Local Communities on
Wetlands, in
Valencia (Spain) on 15th and 16th of November and 8th
Meeting of the
Conference of the Contracting Parties to the Ramsar Convention
on Wetlands
(COP8) that will take place in the same city between 18 and 26
November.She
was invited by Theo Oberhuber of Ecologistas en acción's
Organization
Coordinator with expenses paid by this organization and
also sponsored by
Biodiversity Foundation of Spain Environment
Ministry.
We suspect that this facts against the human rights of this
Venezuelan
communities leader are tied to the accusations that she has
carried out
publicly upon the abuses made by officials of Produsal company
(Cargill Inc.
and Pequiven S.A.) an American-Venezuelan company against the
persons that
defend Los Olivitos Marsh to avoid the harmful effects of
the salt
industrial development(*).All this shows an intent of intimidation
that
seeks to avoid that Yuleida Huerta presents the fishermen
complaints before
the world conference that is carried out in the city of
Valencia, during the
month under way.
We beg Human Rights and
Environmentalist organizations to send letters to
diplomatic representations
of Italy, Spain and/or Venezuela in your
respective country or to where you
judge appropriate and useful CLAIMING FOR
THE MISTREATMENT CAUSED (according
to the case) AND/OR REQUESTING PROTECTION
TO HUMAN RIGHTS OF EDUCATOR AND
ENVIRONMENTALIST LEADER MS.YULEIDA HUERTA.
(*) Produsal is a joint
venture of Cargill Salt and Venezuelan government
to produce salt
for El Tablazo petrochemical complex in order to produce
chlorine and PVC
plastic.
