Abstract
The article critically analyses
the concept of "totalitarianism" as applied to communist and fascist regimes.
While rejecting, out of theoretical and empirical considerations, the concept in
its hard (orthodox) and soft ("ideal-typical") versions, the author proposes to
rescue the heuristic potential of the concept by adapting it in a neokantian
fashion and differentiating its use in relation to fascist and communist
regimes.

The United Nations office
against drugs and crime, is warning about the high levels of Opium production and
its consequences. In Afganistan the Talibans took control of the
situation and reduced the lands used for this purpose. However, after the US invasion, the opium and its main product (Heroin) reached up to
historical levels.

This
essay has the objective of defending that the unipolarity is not a transition to
the multipolarity, contrary to what the theory of International Relations
predicts. The focus of the analysis will be on the practical elements that
constitute the power of the States, not the theory predictions that, in my
opinion, do not apply nowadays.

Abstract
This paper shows the evolution of the Andean Community of Nations,
explaining every step, surpassing politicals, socials and economical problems
till to get an legal integration of communitarian nature, situation that the
Mercosul didn´t get, for this reason it is possible to say that exists an Andean
Communitarian Law, allowing a legal system in the andean block with a
communitarian court possessing legal force in the five countries members.
