Los cables secretos de la diplomacia estadounidense atestiguan el poderoso esfuerzo ejercido por la superpotencia en los rincones más lejanos y aparentemente insignificantes de la Tierra para proteger sus intereses y garantizar su seguridad, estabilidad y desarrollo. Uno de los ejemplos más esclarecedores del alcance de esa actitud global es la lista que el Departamento de Estado redacta cada año seleccionand o las infraestructuras civiles y recursos naturales del mundo que considera estratégicamente más relevantes.

La selección de 2008 contenía unos 300 elementos. Los puntos de interés suelen ser puertos, gasoductos, minas y empresas del sector químico, farmacéutico o de defensa. En España, por ejemplo, EE UU seleccionó tres elementos: el estrecho de Gibraltar, el gasoducto que une a la Península con Argelia y el laboratorio catalán Grifols. La importancia de los lugares es valorada por el grado de dependencia de ellos de EE UU, por el impacto que su eventual destrucción o alteración en el funcionamiento tendría sobre "la salud pública, la estabilidad económica y/o la seguridad nacional" estadounidense.

» España

La selección del estrecho de Gibraltar y el gasoducto que une a la Península con Argelia como elementos de importancia estratégica no sorprende. El tercero llama más la atención. Es el Instituto Grifols, una compañía farmacéutica de Barcelona. El motivo por el que Washington se interesa en la empresa catalana es la inmunoglobulina de uso intravenoso. Esto es un producto derivado del tratamiento del plasma que tiene varias aplicaciones terapéuticas. Grifols, una empresa del Ibex 35, se define como primera compañía en Europa en el mercado de hemoderivados, y una de las cinco primeras del mundo. En 2009, facturó 913 millones de euros y tiene filiales en 20 países.

» Europa

Alemania es el país europeo que más atención recibe en la lista. Entre los elementos de interés destacan naturalmente los industriales. Algunos son de importancia evidente: los establecimientos Siemens de Erlangen ("producción sustancialmente insustituible de productos químicos clave"; los BASF de Ludwigshafen ("el complejo químico integrado más grande del mundo"). Otros responden en cambio a intereses más puntuales, como la empresa Junghans Fienwerktechnik ("crítica para la producción de morteros", señala el documento estadounidense). El segundo país europeo con mayor número de elementos seleccionados es Reino Unido. Entre ellos destaca la sede en Lancashire de la empresa del sector de defensa BAE Systems. El motivo es claro: "esencial para el avión de combate F-35". En Francia, en cambio, destacan las empresas farmacéuticas y Alstom, un grupo industrial con presencia en los sectores de transporte y energía.

» Asia

El continente asiático refleja varios órdenes de intereses estadounidenses: en el Extremo Oriente interesan principalmente los puertos, sobre todos los chinos y los japoneses; en el centro, los gasoductos y oleoductos; y, en el extremo occidental, el estrecho de Ormuz, el canal de Suez, la terminal petrolera de Basora y la planta de procesamiento de crudo de Abqaib en Arabia Saudí ("la más grande del mundo").

» América

En el subcontinente sudamericano, las prioridades de Washington son claras: minas. En México, pasos fronterizos y presas. En Canadá, los estadounidenses consideran prioritaria Hydro Quebec ("insustituible fuente de energía para sectores del noreste") y la planta nuclear de Chalk River ("mayor productor mundial de isótopos médicos").

La lista africana es significativamente más reducida que la de otros continentes e incluye casi solo minas: de manganeso, bauxita, rodio y cobalto, entre otras.
