LA INICIATIVA PARA LA INTEGRACION DE LA INFRAESTRUCTURA REGIONAL SUDAMERICANA (IIRSA).

UN PROYECTO PARA UN MUNDO GLOBALIZADO CON ESCASOS RESULTADOS

Resumen

 

El proyecto IIRSA fue diseñado por la diplomacia brasileña para apuntalar sus planes de desarrollo nacionales, la influencia comercial y geopolítica en la región sudamericana, y su proyección a los mercados globales; reorientando su perfil exportador europeo hacia el mercado de los países del sudeste asiático, especialmente la República Popular China. Pero para alcanzar dichos objetivos, necesitó el aval de los restantes Estados sudamericanos y el aval académico y financiero de una institución crediticia internacional como es el Banco Interamericano de Desarrollo, siendo el responsable de editar el documento fundacional, a solicitud del gobierno brasileño, del nuevo diseño para el desarrollo de la infraestructura regional en América del Sur.

Pero el Informe del BID Evaluación de la Acción en la Infraestructura Regional Sudamericana, del año 2008, cuestionaba la supervivencia de la IIRSA más allá de su mandato original que iba hasta el 2010. Su premonición fue acertada, hoy en día asistimos a una elegante disolución de la IIRSA, ella se subsume en las estructuras de la UNASUR.

El objetivo del presente trabajo es analizar las causas por las cuales dicha iniciativa no produjo los impactos territoriales y objetivos estratégicos planteados en su lanzamiento.

 

 

 

Abtract

 

The IIRSA project was designed by Brazilian diplomacy to shore up their national development plans, commercial and geopolitical influence in the South American region, and its projection to global markets; reorienting its European export profile to the market of the countries of Southeast Asia, especially the People's Republic of China. But to achieve those objectives, needed the endorsement of the other South American States and the academic and financial backing of international credit institution such as the Inter-American Development Bank, and is responsible for editing the founding document, at the request of the Brasilian Government, the new design for the development of regional infraestructure in South America.

But the report of the BID evaluation of the action in the South American Regional infrastructure, of 2008, questioned the survival of the IIRSA beyond its original mandate that was until 2010. Your premonition was right, today we are witnessing an elegant solution of the IIRSA, it is subsumed by the structures of the UNASUR.
