TERRITÓRIOS DA CIDADANIA: UMA PROPOSTA DE ANÁLISE DA IMPLANTAÇÃO E
EFETIVAÇÃO DO TERRITÓRIO CONE SUL – MS

RESUMO: Neste artigo tecemos uma proposta
de analise inicial de uma Política Pública, o Programa Territórios da Cidadania,
especificamente o Território Cone Sul (MS). O objetivo é analisar a implantação
do programa quanto aos seus propósitos de desenvolver territorialmente uma
porção do espaço sul-mato-grossense, que compreende oito municípios. Este
trabalho introdutório possibilitara um futuro aprofundamento da implantação
desta política que tem o propósito de alavancar o desenvolvimento socioeconômico
a partir da formação de “engrenagens” territoriais, ou seja, através de ações
que envolvam todo o território pretendido, incluindo campo e cidade e não
somente municípios isolados. O propósito principal ao avançarmos no trabalho,
será identificar se esta Política Pública possibilita ou não a integração e o
desenvolvimento de forma territorial entre os municípios
envolvidos.

ABSTRACT: In this article the goal is to analyze the implementation of the program as their purpose to develop a portion of the territorial space of South Mato Grosso, which
comprises eight counties. This introductory work made possible a future deepening of
the implementation of this policy that aims to boost socioeconomic development
through the formation of
"gears" territorial, that is, through actions
that involve the whole intended, including country and city, not just isolated
cities. The main purpose of the move at
work, this will identify whether or not public policy enables the integration and development in
a territory between the
municipalities involved.
