      DXCC NEWS from ARRL DX Desk
      Now through December 31, 2006
       Bill Moore, NC1L, ARRL DXCC Branch Manager, wants to remind everyone 
that the deadline for the next Honor Roll list is rapidly approaching. In 
order to be shown in the next list that will appear in the August 2006 QST, 
you must be current on the DXCC Honor Roll as of March 31, 2006. 
Applications must be postmarked no later than March 31, 2006. In order to 
qualify for the DXCC Honor Roll you must be within the numerical top 10 of 
the overall entities on the DXCC List. There are 335 current entities on the 
DXCC list, making the minimum level for the Honor Roll 326 current entities. 
(Deleted entities do not count towards this level).
      Wall plaques are still available for anyone who is currently on the 
Honor Roll. (If you were previously an Honor Roll member you can still order 
the wall plaque for this achievement). See the DXCC website for the latest 
order form at: http://www.arrl.org/awards/dxcc

      DXCC LISTINGS NOW AVAILABLE ON THE ARRL WEB SITE: According to the 
"ARRL Letter" this week: The ARRL Web site now features up-to-date listings 
of DXCC awards earned. The new system shows every issued DXCC award known to 
ARRL's computerized DXCC system with the exception of individual standings 
for 5BDXCC. ARRL Membership Services Manager Wayne Mills, N7NG, says the Web 
site listing is even more complete than the DXCC Yearbook ever was, since 
the printed list did not list inactive band-accounts for the previous year. 
"This will list everything and everybody," Mills emphasized. "The new system 
makes available a separate listing for each DXCC award type--band or mode." 
Even more important, Mills notes, is that it essentially renders obsolete 
the manually generated monthly and yearly reports. "Under the new system, 
DXCC listings will be updated daily," he emphasized. The DXCC standings of 
all ARRL members will remain in dark type. Call signs of non-members who 
have not submitted credits for 10 years or more are in grayed-out type. Each 
listing by band or mode is complete in a separate Adobe PDF file. The 
largest listing (DXCC Mixed) now runs to more than 50 pages, but the size of 
the PDF file is only about 150 kbytes because of file compression. Printing 
format options include US letter-sized or ISO A4 paper. The DXCC listings

      Bill Moore, NC1L, ARRL DXCC Manager, informs OPDX of the following 
Somalia 6O/T5 operations: "Effective immediately, the ARRL DXCC Branch will 
accept QSLs for operation taking place in the Somaliland (northwestern 
Somalia) and Puntland (northeastern Somalia) autonomous areas as well as the 
southern and central areas of Somalia. Operations possessing written 
permission from any recognized authority that is acknowledged to be in 
control of a particular region will be accredited. These QSLs will count for 
the Somali Democratic Republic (Somalia). QSLs for past operations will be 
accepted where proper documentation has been submitted. This is subject to 
change based on future developments in Somalia."



      IOTA ACTIVITIES
      Now through December 31, 2006
       AS-076. Look for operator JN4MBO/5 to be active from Yuge Island 
(JIIA AS-076-New), JA5 Ehime Prefecture, Shikoku Islands Group, February

      AS-076. Look for operator JA5BEX/5 to be active February 25th from 
Debajima Island (JIIA AS-076-New), JA5 Tokushima Prefecture, Shikoku Islands 
Group. QSL via his home callsign, direct or by the bureau.

      AS-169. Operators Basappa/VU2NXM, Mickey/VU2IZO and Sarla/VU2SWS (YL) 
will operate with the special callsign AT0EI from Elephanta Island, off the 
coast of Mumbai, from now through February 14th. See QSL information for

      EU-170. Look for 9ACI to activate the Lighthouse Veli Rat on Dugi 
Otok Island, April 14-22nd.

      OC-258. Operators Jerry/P29ZAD, Norm/P29NB, Tommy/P29TL and 
Peter/P29KPH will activate Kranket Island (Papua New Guinea's Coastal 
Islands North), March 17-20th (Starting 0000z). Callsign will be P29K.

      NA-057. Operators Eugene/KIEX, Vladimir/NSTL and Ron/NAT will be 
active from Utila Island, Honduras, during the ARRL DX CW Contest (February 
18-19th) as a Multi-Single entry. Contest callsign is yet to be determine, 
QSL via W0JAR. Operators outside of the contest will sign HR9/KIEX, 
HR9/NSTL and HR9/NAT.

      EU-088. Ric, DL2VFR, will be active as OZ/DL2VFR from Laeso Island 
(DIA NK-003 for the Danish Islands award) from July 23-30th. Activity will 
be HF and 6 meters, mostly CW with some SSB. He will also be active in the 
RSGB IOTA Contest (July 29-30th). QSL via his home callsign; bureau is 
preferred.

      EU-096. Operators Ric/DL2VFR and Frank/DL2SWW are planning to be 
active from Korpo Island, March 22-29th. Activity will be on 160-10 meters 
(possibly 6m), CW and SSB. QSL via their home callsigns.

      AS-046. Laci, HAHW, reports that a good friend of his, XYK Aniko, 
HA5TAA, will journey to Kuala Lumpur and to the Island of Tioman in end of 
February and the first part of March. No details available yet on whether 
she will operate from there.

      EU-125. Operators Jef/ON4ACA, Francis/ON6LY, Marcel/ON6UQ and possibly 
others will be active from Roemoe Island (DIA NS-001 for the Danish Islands 
Award) from July 29th to August 5th. They will be signing OZ/homecall and 
hope to have a Danish callsign for the IOTA Contest (July 29-30th). QSL via

      NA-062. Operator Jeff, VA3QSL, will be active as VA3QSL/W4 from Key 
West (USI FL-040S, Monroe county, Florida), February 13-16th. His activity 
will be near the IOTA frequencies on 20-10 meters SSB. QSL via his home

      NA-178. Rick/K6VVA and Mike/K9AJ will be active as homecall/6 from 
SouthEast Farallon Island, February 14-16th. Activity will be on 40-10

      QSL Information & News
      Now through December 31, 2006
       QSL BUREAU ACTIVITY ON A DECLINE??? (Story continues!) Nenad, VE3EXY, 
informs OPDX that the VE QSL Bureau has also experienced a decline over the 
last 6 years. He states, "... a decline of 60 kg in the year 2005, or almost 
300 kg less than in its best days (2001). The rule of thumb is that 1 kg = 
333 QSL cards (e.g. 500 kg = 165000 cards). This trend is mostly driven by 
solar activity, but also by increasing postal costs, aging DX population, 
and electronic QSLing alternatives." PLEASE NOTE: It would be interesting to 
hear from other area QSL Bureaus to see if they are experiencing the same 
decline. QSL Bureau Managers are welcome to send a small report to OPDX.
      3YX, CEZ AND XR9A QSL INFO. QSL Manager Bob, N2OO, reports that QSLs 
for XR9A/8, XR9A/MM and XR9A can be sent in the same envelope via N2OO. He 
asks that QSLs for CE0Z sent via N2OO be sent in a separate envelope. For

      NEW QSL MANAGER. Phil, N1KI, informs OPDX that he is now the QSL 
Manager for the T4C contest station. The station is currently manned by 
Winston/CO2WF and Willy/CO2UG. Look for T40C to be active in the important 
CW Contest such as CQ WW DX, CQ WW WPX, ARRL International and possible ARRL 
10m International Contest.

      NOT THE QSL MANAGER. Raul, DK3KC, who is the QSL Manager for their 
local section of the DARC, reports that DL5NAM is "NOT" the QSL Manager for 
ST2M and ST2BSS. In the past he has received a lot of QSL cards for DL5NAM 
(for ST2M and ST2BSS). All of the QSL cards are being returned to the sender 
via the bureau.


      YI, IRAQ (Remote Station).
      Now through December 31, 2006
       Brad, K6WR, informs OPDX the W7DXX InterNet Remote Base Group now has 
an InterNet Remote Base system operating in Baghdad, Iraq, under the 
callsign YI9DXX. It is active on 75 meters in the DX window about 23 kHz and 
on 20 meters with 13-16 kHz. For more details on the operation, please

      ANTARCTIC NEWS
      Now through December 31, 2006
       The new Antarctica Award score tables are now available via the 
Mediterraneo DX Club (MDXC) Web page at: 
http://www.mdxc.org/antarctica/award.asp They include the "Certificates of 
Excellence", "Honor Rolls", "Basic Awards and "Operator Certificates" issued 
through December 31st (2005).
      Vlady, R1ANN (RU3HD/ANT), is still on Novolazarevskaya Base (WAP 
RUS-09). He was heard on 80/40/30 meters CW and 20 meters SSB this past 
week. Vlady will leave the Russian Base on February 15th, and will head to 
Capetown, South Africa, onboard the M/V Akademik Federov. He hopes to 
operate as R1ANN/MM and RU3HD/MM on the way home. QSL via RZ3DJ.

      Bhagwati, VU3BPZ, he is still at Maitri Base (WAP IND-03) for another 
week (contrary to the announced schedule) before sailing onboard M/V 
Paardeberg for the trip back home via Capetown, South Africa. He should 
operate onboard as VU3BPZ/MM. For Antarctic hunters, Bhagwati can be found 
on 14180 kHz around 1600z and later on between 14205 and 14280 kHz. QSL via

      VQ9, CHAGOS
      Now through March 30, 2006
       (Top-bander Take Note!). Larry, VQ9LA (aka WDHSP), on Diego Garcia 
has been quite active on 160 meters. Look for him on/or above 1814 kHz 
between 1130-1530z and 2200-0100z. Larry has just added another beverage 
antenna toward North America. He will be looking for NA stations he has not 
been able to hear before. Bill, W4ZV, suggests that "if you have VQ9, PLEASE 
do not add to the QRM. He normally listens up 1-2 kHz. EU please give NA 
guys a chance for this very long haul DX from here."

      PYT, TRINDADE AND MARTIM VAZ ISLANDS,
      Now through February 19, 2006
       PYT. Otto, PY1OTO plans to be QRV as PY1OTO/PYT until February 19. 
Activity will be on 160 to 10 meters. QSL to home call.

      DU. PHILIPPINES,
      Now through February 26, 2006 IOTA OC-129
       Bert, DF5WA plans to be QRV as DF5WA/DU7 from Negros Island, IOTA 
OC-129, until February 26. He will be active on all bands using CW, SSB, 
RTTY and PSK31. This is a combined scuba diving and amateur radio 
expedition. QSL direct to home call.



      November 2004
      VQ9, CHAGOS ISLANDS.
      Tuesday November 30 through December 31, 2006
       Roger, W9ROG, will be on Diego Garcia (AF-006) until the end of the 
year with the United States Air Force Security Forces. He is currently 
operating as VQ9OG on his days off and will be operating on 80-10 meters 
including the WARC bands. Watch 7067 and 7088 kHz after 1930z. Watch 15 
meters SSB between 1200-140 and 20 meters SSB after 1400z. QSL via his home 
callsign of W9ROG.


      VK, ANTARCTICA.
      Monday November 7 through December 1, 2006
       Paul, VK2JLX, announced this past weekend that he will be arriving at 
the Antarctica Davis station Monday morning, November 7th, and he will be 
there during the winter. After he settles in during this week, he will be 
active with the callsign VKJLX. Paul will be active on HF along with 
another expeditioner who has the callsign VKAG. Paul states, "I will be at 
Davis over the 2006 winter and will be active until around December 2006. I 
look forward to working you on the bands."



      December 2005
      TT8, CHAD.
      Sunday December 25 through February 28, 2006
       Philippe, F4EGS, will return here on December 25th and stay until the 
end of February 2006, and again from May to July 2006. He is there on 
Military assignments. He will once again use the callsign TT8PK. Look for 
him on 20/15/10 meters using a FT100 and a MA5V antenna. If Philippe can get 
a Cushcraft R7 or R8 antenna on loan, he will be active on 40-10 meters. He 
will be on the digital modes and maybe SSB. To indicate to Philippe what 
bands you need Chad on, send an E-mail to: kochp@... QSL via F4EGS. 
He will answer the QSLs when he return to Metropolitan, France.

      Sunday December 25 through February 28, 2006
       Philippe, F4EGS will be QRV as TT8PK from December 25 to the end of 
February. He will be active on 20 to 10 meters, and possibly 40 meters, 
using mainly digital with some SSB. QSL to home call.

      Sunday January 8 through December 31
       LOTW WAS OFF-LINE THIS PAST WEEKEND. Wayne Mills, N7NG/1, ARRL 
Manager of the Membership Services Department, announced in the middle of 
last week: "The LoTW system will be off-line for maintenance this coming 
weekend. It will be shut down at 8:00 AM EST (1300Z) on Saturday, January 
14TH, and will return to service at 8:00 AM (1300Z) on Monday, January 
16TH."
      3C2MV BUREAU QSLS. Gerry, VE6LB/VA6XDX, reports that all the bureau 
cards for 3C2MV have been processed and sent to the VE outgoing bureau. He 
states, "Thanks to RAC and Nenad, VE3EXY, for handling these bureau cards as 
well as Rich, VE6AX, for helping with the processing. All special PX cards 
for VE6JO have been cleared as well. Regular VE6JO and UA6U/VE6JO cards were 
processed as well but the older logs were not clear on already sent cards. 
If you don't get you cards for any VE6JO operation please resubmit to VE6LB 
at the QRZ.com address."

      KG4SB QSL INFO. Jose Castillo, N4BAA, reports that he now has a QSL

      Alfredo, IK7JWX, informs OPDX that he is the QSL Manager for the Sazan 
Island (EU-169) ZA0IS and ZA0/IK7JWX activity between December 18-23rd

      PACIFIC 2006 DXPEDITION TOUR.
      Sunday January 15 through March 3
       Members of the Central German Contest Group will be heading to the 
Pacific between January 14th and March 3rd, and plan to activate several 
different island. Operators mentioned are Wolfgang (Wulf)/DL1AWI, Matthias 
(Mat)/DL5XU and Erik/DL9AWI. Their planned scheduled is:
      January 15-28th - From Ua Pou Island (OC-027) (Marquesa Islands, 
FO-023)

      February 1-14th - From Raivavae (OC-114) (Austral Islands, FO-122)

      After February 14th - They will travel to the Auckland (OC-036), New 
Zealand, and spend the rest of the time there. Callsigns will be announced 
later, but they will be active as ZL/homecall/m from New Zealand. They will 
try to run two stations using a FT-847, FT-890 or IC-706 MKII, w/Amp 800w 
into Antenna tuners, vertical antennas as well as three fiberglass rods and 
plenty of wire for beverage antennas. Activity will have an emphasis on the 
lower bands, especially 160m. Their Web site will be updated frequently at:

      3Y, PETER 1 ISLAND.
      Monday February 6 through February 20
       Probably by the time you read this the 3YX DXpedition should be on 
the air. Activity is expected to start Monday, February 6th, and last for 
about 12-14 days. This is probably the biggest DXpedition to hit the airwave 
to date. As this was being written, the 3YX Web page reported "Our current

       CAC/DXAC Study Assignments
      ARRL advisory committees to consider contesting, DXCC changes: The 
ARRL Programs and Services Committee (PSC) has asked its Contest Advisory 
Committee (CAC) to consider whether the current method of scoring ARRL 
Affiliated Club competition is adequate or whether is should be revised to 
better "reward a combination of activity, effort and achievement."

      The PSC also wants the CAC to determine whether a return to the polic 
of assessing a three QSO per error penalty in electronic logs--as currently 
assessed for hard-copy logs--is in the best interest of the ARRL contesting 
program. Both CAC assignments followed presentations to the PSC on both 
topics by ARRL Southwestern Division Director Dick Norton, N6AA. The PSC 
also has asked the DX Advisory Committee (DXAC) to study the impact of 
amending the DXCC "political entities" rule. The change under consideration 
would revise Section II, "DXCC List Criteria," under "1. Political 
Entities," to add a Paragraph c) reading, "The Entity contains a permanent 
population, is administered by a local government and is located at least 
800 km from its parent." The CAC will seek public input in completing work 
on its tasks, and a progress report is due June 19. The PSC has asked the 
DXAC to report back by March 15.

      YJ, VANUATU.
      Wednesday February 22

planning a DXpedition to Vanuatu. They will leave Germany on February 22nd, 
2006, and will arrive in Port Vila on February 24th. The team expects to 
possibly be on the air the same day. They'll receive their licenses and 
callsigns upon arrival. Their location will be the Worawia Holiday Haven in 
Port Vila. The team will have two complete stations, a Titanex V80E lowband 
vertical, a Spiderbeam, a Butternut HF9, a K9AY loop plus possibly other 
antennas depending on the transport capacities. Their activity will have an 
emphasis on the low bands 160/80/40 meters - mainly CW - plus RTTY, WARC and

access at the hotel. The team plans to QRT on March 11th and travel back on 
March 12th. They are looking for sponsors to cover at least some of the

      Aniko is very happy with receiving this reward, but disappointed that 
Feri (OM) can't come with her. Rashid, 9M2RS, is helping in get her a 
license (9M2/HA5TAA). She states that there are no resident HAMs on Tioman. 
She will take the couple's station with a simple dipole and expects to work 
on 20 meters SSB.

DXpedition to the Channel Islands and will be operating as MJ/homecall from 
the Island of Jersey (EU-013) from March 8th-15th. This year Tom/W8JWN and 
Jim/N1NK will accompany them allowing for two stations to operate 24 hours 
per day with a third station as needed. Operations will cover 160-6 meters

      Wednesday March 15 through March 18
       Operators Jim/N1NK, Craig/K3PLV, Pete/K8PT and Tom/W8JWN will be 
active here signing MJ/homecall from March 15-18th. Bands and modes of

      CN, MOROCCO.
      Thursday March 16 through March 29
       Jim, W7EJ, will be active as CN2R between March 16-29th. He will be 
active in the CQ WW WPX SSB Contest (March 25-26th) as Single-Op/Single-Band 
(80m) entry. His activity outside the contest will be on the WARC bands and 
6 meters EME. QSL via W7EJ.

      FR/G GLORIOSO
      Friday March 17 through April 7
       The Glorieuses islands CDXC DXpedition could finally take place from 
March 17th to April 7th 2006 after the hurricane season. We cannot carry out 
this operation earlier because of various logistic and safety problems. We 
are expecting a team of 8 operators with, if possible, 5 all bands stations, 
all modes. I point out that the team is only made up members of the French 
forces which will travel by tactical transportation means. It is why the 
operation can at any time postponed or be cancelled. We are conscious of 
waiting imposed for some time for the activation of this country but we want 
to carry out this operation under the best conditions. 73, Dany F5CW

      T8, PALAU.
      Saturday March 18 through March 21, 2007
       Hide, JM1LJS, plans to be active as T8W from Palau (OC-009), March 
18-21. Activity will be on all bands. QSL via JM1LJS (QRZ.com).

      V3, BELIZE.
      Tuesday March 21 through March 28
       Operators Carl/K3RV and Doug/W3NO will be here between March 21-28th. 
They plan to be active as V31RV in the CQ WW WPX SSB Contest (March 25-26th) 
as a Multi-Single entry. Outside the contest (before and after), they will 
use the callsign V31NO on all bands 160-10 meters on CW and SSB. QSL both 
callsigns via W3NO.

      J75, DOMINICA.
      Wednesday March 22 through March 28
       The W2RZS Amateur Radio Club will be returning to Dominica for the 
2006 CQ WPX SSB Contest in March. They expect to arrive on March 22nd and 
depart on March 28th. Last year they logged over 6500 QSOs. This year they 
hope to be able to break that record. They will be concentrating more of 
their activity on the low bands; 160/80/40 meters, and hope to increase 
their number of RTTY QSOs. Their expected callsign will be the same as last 
year: J75RZ. All QSLs should be sent to W2RZS with a SASE, or sent ONLY to 
W2RZS via the bureau. The operators will be: Mike/WA2VQW, Bob/WB2NVR, 
Bob/N2DVQ and Adam/N2DHH. Their location this trip will be Sea Cliffs 
Cottages, a location that is a bit closer to the ocean than the one they had 
last year.

      JW, Spitzbergen Island
      Friday March 24 through March 31 IOTA EU-026
       Franois, F8DVD is getting ready for his 10th dxpédition to the 
Arctic.
      Between March 24 to 31 he will be active as JW/F8DVD, from the 
Longyearbyen ARC, located on the Spitsbergen Island, 78 Nort, and about a 
thousand kilometers far from the geographic North Pole - IOTA EU 026 - WAZ 
40 - Grid square JQ78TF.

      Look for Franois, on all HF bands both SSB and CW. Franois will also 
enter the WPX SSB Contest on March 25&26, SOHP monoband 20m.

      The gear consists of an ICOM 751 and a 500watts PA, into a 5 elements 
yagi on a 30 meters high tower.

      VU4, ANDAMAN AND NICOBA ISLANDS
      Tuesday April 18 through April 20
       On December 30th, the National Institute of Amateur Radio (NIAR) sent 
out a press release (First Information Circular) detailing their upcoming 
"HAMFEST (VU4) INDIA - 2006" to take place between April 18-20th from Port 
Blair, Andaman and Nicobar Islands. The purpose of this conference is to 
provide a forum for presentation and discussion on the latest technology 
developments, Antennas & Propagation, Dx-peditions, HF & VHF Communications, 
Digital amateur radio, Emergency Communications, Promotion of amateur 
radio/open forum in the field of amateur radio communication. The conference 
will cover all interdisciplinary aspects of amateur radio in various 
sessions. The major attractions during the event include an arena for 
exhibitors to display and demonstrate amateur radio communication 
technologies as well as allow foreign hams to operate from the Andaman and 
Nicobar Islands. Local tours to exotic locations are also planned for 
participants and much more. The NIAR requests Amateur radio organizations 
and ndividual hams interested in operating from Port Blair, Andaman and

       David, K3LP, has announced that he will be active from April 18-20th, 
as VU4/K3LP or another assigned callsign to be issued prior to arrival. 
Activity will be on 160-10 meters and the 10 MHz band. David plans to arrive 
on April 14-15th, and depart May 3rd. If the operational time is extended by 
the Government of India beyond April 20th, look for David to be on the air

      DAYTON HAMVENTION NEWS
      Friday May 19
       (SWODXA Dinner). The SouthWest Ohio DX Association (SWODXA) is 
pleased to sponsor the 21st annual DX Dinner to be held in conjunction with 
the 2006 Dayton HamVention . The dinner will be Friday evening, 19th May, 
at the Crowne Plaza Hotel, located in Dayton city center. This is the same 
venue as in years past. They expect to have another interesting program at 
the dinner and expect it to be a bit different than those in recent years. 
In addition, there will be some nice attendance prizes - last year the main 
prize was an Icom IC-756 Pro III! Tickets are 34.00 USD per meal, payable in 
U.S. funds to SWODXA. (Sorry, they do not process PayPal or Credit Card

appreciated. They attempt to honor group seating requests when tickets are

September 29th. Activity will be on 80-6 meters CW/SSB/RTTY/FM, and also 2m

      CDXC 2006 CONVENTION.
      Friday September 15 through September 17
       Laurent, F8BBL, states to mark your calendar for the 28th Clipperton 
DX Club DX Convention which will be held over the September 15-17th weekend.
